I used to work at a municipality so i know the procedures when you buy lands but also things that you should consider about the land before starting your project. If the land belongs to the city of Cuenca, you cao ask to the seller, the "Property Report on Land Use Regulations" (IPRUS by its acronym in Spanish). Also, try to find other places for sale in the same community to compare prices. I live in Chordeleg, 45 minutes from Cuenca, lands in here are more expensive than other cantons of Azuay but I've learned it's because facts as security and services for example, but always the locations depends on what you're looking for.
